Concrete
Concrete is a rigid pavement. It spreads a wheel load over a wide area, which is why it can sit on 4 inches of stone and carry a delivery truck. Its weakness is that it shrinks as it cures and it will crack; the job of the contractor is to decide where, with control joints cut the same day at 10 to 12 feet.
In freeze-thaw, concrete's enemy is water in the pores. Air-entrained mixes, which are the only thing we pour, have microscopic bubbles that give freezing water somewhere to go. Non-air-entrained concrete, which is what you get from a contractor who orders whatever is cheapest, scales within three winters. The other enemy is water under the slab, which is a base and grade problem, not a material one.
Concrete's real advantage in Ohio is that it does nothing for 30 years if it was built right. Seal it every few years and shovel it. Its disadvantage is that a bad pour cannot be patched invisibly; a cracked section is a cracked section.
Asphalt
Asphalt is a flexible pavement: a layer of aggregate bound with bitumen over a thicker stone base. It is cheaper because the material is cheaper and the crew is faster. It is also the material that our July heat and January cold punish the most. In summer it softens enough that a parked car leaves dents and a kickstand punches through; in winter it stiffens and cracks, and water in the cracks freezes and opens them. That is why the seal coat schedule exists and why most asphalt driveways in Lake County get a resurface around year 12 to 15.
Asphalt makes sense when the budget cannot stretch to concrete, when the driveway is very long and the owner accepts periodic resurfacing, or when a lot will be regraded in a few years anyway. It does not make sense as a base for concrete: we remove it.
Pavers
Interlocking concrete pavers are the premium option and the one most dependent on the installer. The pavers themselves rarely fail. The base does. A paver driveway needs 8 to 12 inches of compacted open-graded stone in clay, 6 inches in sand, a bedding layer, edge restraints, and polymeric sand in the joints. Skip any of those and the driveway ripples within two winters.
The advantage of pavers is repairability: a settled area can be lifted, the base fixed, and the same pavers relaid. The cost is real, though. At $18 to $30 per square foot installed, a two-car driveway in pavers costs two to three times what concrete does. For a front walk or a patio, where square footage is small and the look matters, pavers compete well. For 600 square feet of driveway, most Lake County homeowners choose concrete and put the difference toward a stamped patio.

Lake County Conditions That Change The Answer
Clay lots (inland Mentor, Willoughby, Concord, Kirtland, Leroy, Painesville's grid streets): everything needs more base. Concrete gets 6 inches of stone instead of 4. Pavers need 10 to 12. Asphalt needs 8 or more and still moves.
Sandy lakefront lots (Eastlake, Willowick, Timberlake, Mentor-on-the-Lake, Fairport Harbor): drainage is easy, settlement is the risk. Compaction matters more than depth.
Long rural driveways (Leroy, Madison Township, Perry, Waite Hill): length drives cost. This is where asphalt's low price per foot tempts people. A concrete driveway at 200 feet is expensive; an asphalt one at 200 feet is cheaper today and resurfaced twice in 30 years. Some owners pour concrete for the first 40 feet at the garage and apron, where the plow and the cars turn, and asphalt the rest.
Right-of-way rules: every material has to meet the city's apron spec at the street, which in Mentor means 6 inches of concrete regardless of what the driveway is. Ask before you assume the apron can match the drive.
Our Recommendation
If you are staying in the house ten years or more, concrete is the lowest lifetime cost of the three and the least attention. If the budget only reaches asphalt, get asphalt from someone who builds a real base, and plan on the seal coats. If you want the look of pavers on a driveway, price stamped concrete first; if you want pavers on a patio or walk, they are a good choice with the right base.
Whatever you choose, get the base and the drainage in writing. Those two lines decide how long any of the three lasts.
